Job Summary


•To manage and control the provision of rudimentary services (water and sanitation) to informal settlements and to deliver community liaison support services in the City of Tshwane

Duties and Responsibilities


•Facilitate the supply chain management process for the appointment of service providers to provide rudimentary services in informal settlements
•Prepare and present specifications to the Bid •Specification Committee
Brief bidders
•Provide technical advice to all bid committees relating to the rudimentary services contract
•Conduct contract management related to the provision of rudimentary services Ensure that the contract is signed between the City and the contractors providing rudimentary services
•Monitor and supervise the service providers daily to ensure that services are provided as per the contract
•Conduct monthly recommendations for the approval of payments for services provided in terms of the contract
•Facilitate stakeholder relations and liaison
•Liaise with ward councillors and ward committees about the provision of rudimentary services in respective informal settlements
•Liaise with contractors about their provision of rudimentary services to informal settlements
•Liaise with the Utility Services •Department and the Regional •Operations and Coordination •Department to ensure that all fire hydrants are equipped with bulk water meters to measure the daily consumption
•Serve as a point of information for all other stakeholders (audit teams, Office of the Auditor-General, Office of the Public Protector, South African Human Rights Commission and other spheres of government) with regard to provision of rudimentary service in regions
•Keep a register of all the residents who are entitled to reside in each authorised informal settlement, and in such register the personal details must be entered in respect of each shack in each authorised informal settlement
•Liaise with the informal settlements management team to provide the updated register and records of the residents in informal settlements
•Ensure the implementation of the Informal Settlement •Management Plan
•Conduct the needs assessment for rudimentary services and recommend the allocation as informed by the availability of the budget
•Work with the informal settlement management team during relocations and ensure the provision of rudimentary services

Qualifications and Experience


•An appropriate three-year tertiary career-related qualification (degree or national diploma) in Town Planning, Public Administration, Management, Development Studies, Human Settlements or Social Sciences
•Relevant working experience in the human settlements and local government sector, of which at least one year should be at supervisory level
•A valid Code B driving licence
•Computer literacy (good working knowledge of Microsoft Office package) Willingness and ability to work after hours and weekends
